    Description: Requrest for the following information; 1) In the current economic climate will there be reductions in SEPA staff over the next 3 years and if so will these include regulatory staff? 2) Should there be a reduction in Regulatory Grade 1 specialists  will SEPA be able to fulfil its regulatory role if there are reductions in staff who inspect sites such as Scotgen Dumfries. 3) How many Grade 1 specialists are there in the South West Area in 2009/10, how many will there be in 2010/11, how many planned for 2011/12 and beyond? 4) Given the problems at the Dumfries Plant, surely there is an argument for increasing the number of these Specialist officers targeting high risk activities such as the Scotgen Incinerator and any new plants who use similar type technology. 5) How many of these Incineration plants are in the pipeline i.e. have permits but not yet operating? 6) If there is a reduction in such staff and more waste incinerators built, some with operational problems like the Dumfries plant, could resources in regulatory staff be  stretched?  If so, will the regulation of other 'high environmental risk' technologies be compromised and the Scottish countryside be at an increased risk of a major incident? 7) As the Dumfries Plant  is the first Waste to Energy Incineration plant in Scotland, and with the reported problems during commissioning are Scotgen not 'fit and proper " to operate such a plant? 8) If Scotgen cannot demonstrate that the incinerator is delivering what it is designed to do  i.e not complying with the conditions of the licence, will the licence be withdrawn?

    Description: Fly tipping at Redlees Quarry, Blantyre, June - September 2007 Request relating to conviction of George Hunter (Demolishers) Limited at Paisley Sheriff Court, of an offence under S 34 (1)(C)(I) &(II). (I) As I understand the case, GH should, in their dealings, have taken all reasonable measures to prevent the carriers from contravening Section 33, including ascertaining where the waste was to be deposited. You did not mention this in your charge. Was there any particular reason for this omission? (ii) I should be obliged if you would inform me whether you discovered any asbestos at the site, whether any other potentially dangerous materials were noted and whether in your view the land was in any sense "damaged" within the meaning of Section 73(6) of EPA 1990.
